    Overview

    Devon County Council is seeking an experienced Highways Maintenance Agent to support the delivery of ongoing maintenance and improvement works across the county’s highway network. This is a freelance position on an initial 3-month contract, with potential for extension based on performance and project requirements.


    Key Responsibilities

    • Oversee day-to-day highway maintenance operations, ensuring works are delivered safely, efficiently, and to specification.
    • Liaise with contractors, engineers, and other stakeholders to coordinate works programmes and manage on-site activities.
    • Conduct site inspections and audits to monitor progress, quality, and compliance with health & safety standards.
    • Ensure works are delivered in accordance with Devon County Council procedures and relevant legislation.
    • Maintain accurate records of site activities, materials used, and completed works.
    • Respond to highway defects, incidents, and emergency call-outs as required.
    • Support the planning and scheduling of works, including traffic management arrangements.

    Essential Requirements

    • Proven experience in highways maintenance or civil engineering within a local authority or contractor environment.
    • CSCS Card (Construction Skills Certification Scheme).
    • SMSTS (Site Management Safety Training Scheme).
    • Full UK Driving Licence.
    • Strong understanding of health & safety regulations, CDM, and risk management.
    • Excellent organisational and communication skills.

    Desirable

    • Experience managing subcontractors and liaising with local authorities.
    • Familiarity with asset management systems and highway inspection software.
    • NRSWA accreditation (Street Works) – preferred but not essential.
