    Freelance Pre-Construction Manager (Outside IR35)

    Role Overview

    We are seeking a freelance Pre-Construction Manager to provide specialist services during the pre-construction phase of multiple water and wastewater projects. Operating outside IR35, the successful consultant will be engaged to manage and coordinate pre-construction activities, ensuring projects are fully prepared for delivery. This includes developing programmes, reviewing documentation, liaising with clients, managing subcontractor engagement, and supporting estimating functions to ensure value and constructability.


    Scope of Services

    The appointed consultant will be responsible for:

    • Managing pre-construction activities across multiple projects simultaneously.
    • Supporting the transition from pricing to contract award in collaboration with Project Managers.
    • Producing initial programmes in conjunction with P6 Planners.
    • Engaging with clients to confirm project requirements and validate works information.
    • Preparing, issuing, and managing responses to pre-construction RFIs.
    • Reviewing project documentation for budget alignment, compliance, and constructability.
    • Developing project-specific pre-construction strategies to maximise client value.
    • Planning, leading, and coordinating pre-bid and bid meetings.
    • Supporting estimating teams with project estimates and subcontractor bid analysis.
    • Qualifying and engaging subcontractors and suppliers.
    • Leading post-bid and scope review processes.

    Required Expertise

    • Demonstrable track record delivering water and wastewater treatment projects.
    • Strong knowledge of AMP frameworks and UK water industry standards.
    • Experience working with main contractors and/or water utility companies.
    • Proven ability to manage and deliver multiple projects concurrently.
    • Expertise in risk management, constructability reviews, and supply chain engagement.
    • Familiarity with ICA (Instrumentation, Control & Automation) and process systems (advantageous).
